Update on Dog Control and Responsible Use of the Pitches at Shopwyke Lakes

Chichester Community Development Trust (CCDT) is pleased to share an update about dog control measures at Shopwyke Lakes, following recent discussions with Chichester District Council (CDC) and Oving Parish Council.

At present, the Public Spaces Protection Order (PSPO) for dog fouling does not apply to private land, except for certain areas listed in the council’s schedule, which currently does not include Shopwyke Lakes. This means that, while we can encourage responsible behaviour, enforcement for dog fouling cannot currently take place at the pitches.

However, the “dogs on lead by instruction” provision of the PSPO does apply at Shopwyke Lakes. This allows council officers to request that dogs be placed on leads when necessary, ensuring the safety and comfort of all who use the space.

CCDT has confirmed with CDC that we would welcome the inclusion of Shopwyke Lakes, particularly the football pitches and cricket square, in the next review of the PSPO, expected in 2026. This would mean that dog fouling rules could then be formally enforced in these areas.

In the meantime, CCDT will be installing new signage around the pitches, reminding visitors to:

  • Pick up after their dogs,
  • Avoid exercising dogs on the sports areas, and
  • Keep dogs under control at all times.

We want to reassure residents that we do not plan to exclude dogs from the pitches, as we understand that supporters may want to bring their dogs with them to watch matches. However, we ask that all visitors act responsibly, use the bins provided, and be mindful that not everyone is comfortable around dogs.

We know that many local residents enjoy walking their dogs in the area, and we do not want to exclude them. Our aim is simply to help ensure the pitches remain safe, clean, and enjoyable for everyone — including the youth football teams who now use the space regularly.

We will continue to work closely with CDC and Oving Parish Council as the PSPO review process progresses and will keep residents informed of any updates.
